Some have argued that the verse in Surat Al-Mumtahanah is abrogated by the Sword Verse, but the preponderant opinion is that it is definitive (muhkamah) and not abrogated. However, assaulting an ambassador or anyone else with whom Muslims have a covenant or a guarantee of safety is not permissible, because "whoever kills a covenanted person will not smell the fragrance of Paradise." A covenanted person is a man from the people of war who enters the land of Islam under a guarantee of safety, and it is forbidden for Muslims to kill him. The covenant given to them must be fulfilled, even if the one who grants it is an individual and not a ruler, for the blood of Muslims is equivalent, the humblest among them can strive for their protection, and the furthest among them can grant asylum against them. The granting of safety and protection by women is permissible. The guarantee of safety to a non-believer is valid from every Muslim who is an adult, sane, acting by choice, whether male or female, free or enslaved.
