What is the ruling regarding a man who had a sexual relationship with a girl, and she became pregnant, then the pregnancy was aborted, and after a period of time, he married her with a legal contract, but the dowry was not paid nor was the marriage publicly consummated, while their relationship continued, and how can she become lawful for him?

If the marriage contract was concluded in the presence of the guardian, two just witnesses, and with offer and acceptance, then it is a valid marriage. The woman is his wife, and he is permitted to enjoy her, even if he has not paid the Mahr or if she has not been escorted to him. It is advisable to expedite the wedding and announce the marriage to avoid the spread of ill repute, and both the man and the woman must repent to Allah Almighty. And Allah knows best.
