What is the correct course of action after a husband vowed to build a mosque and purchased an entire floor for this purpose, but was then prevented from building mosques in apartment buildings?
If someone makes a vow () to do something in obedience to Allah, they are obligated to fulfill it. If they specify a particular direction for this act of obedience, they are bound to fulfill it in that specific way, and it is not permissible to direct it elsewhere except for a valid excuse. Therefore, if someone vows to build a mosque, they must build it, and it is not permissible to use the vow for anything else. However, if the one making the vow intended to build a mosque in general, and then became unable to build it in the place they had acquired, they should use the vow to build another mosque in a place where they are able to build, even if it is in partnership with others.
