Is the expiatory sacrifice (fidyah) obligatory for someone who shaves part of their head before completing the shaving of all of it in order to exit the state of ihram?

To analyze the ruling on shaving the neck hair for a pilgrim (Hajj or Umrah), there are two possibilities:

1. If the hair is on the nape (qafā): It is considered part of the head hair and takes its ruling, thus shaving it is permissible. 2. If the hair is away from the head hair: In Umrah: Shaving neck hair not connected to the head before exiting the state of Ihram is considered one of its prohibitions, and necessitates a "fidyat adha" (expiatory sacrifice for harm). The fidyah and sin are waived if the shaving was due to forgetfulness or ignorance. In Hajj: If the shaving occurred after the first "Tahallul" (exiting Ihram, which involves stoning the Jamrah, shaving or shortening the hair, and performing Tawaf Al-Ifadah and Sa'i), there is no penalty. However, if it occurred before, the ruling for Umrah applies in terms of the obligation or waiver of the fidyah.
