What is the Islamic legal ruling concerning the accusation of causing involuntary manslaughter after the death of a worker who was run over by a speeding car at night while attempting to place traffic cones, in working conditions that lacked the necessary safety procedures, knowing that the worker insisted on working despite his old age and was not among the workers initially chosen, and does the paid fine negate responsibility?

We have clarified in several previous fatwas that if a driver takes all safety precautions and abides by traffic laws, then there is no diyah (blood money) or kaffarah (expiation) upon him. However, exceeding the speed limit is an act of negligence that necessitates diyah and kaffarah if it causes death. Compensation is due either by direct causation or by indirect causation if the causer was negligent. We cannot issue a fatwa on this specific issue due to lack of comprehensive knowledge of its details. Therefore, it should be referred to the Sharia court in the country.
