What is the ruling on using the Samba Visa card and its annual subscription, knowing that the bank charges annual fees and interest upon delay in paying the amounts withdrawn in cash or for purchases?

It is not permissible to issue or use a (Samba Visa) card, because it is an act of usurers and a wrongful consumption of people's wealth. Furthermore, it does not fall outside the ruling of pre-Islamic usury (riba al-Jahiliyya). Therefore, contracting for it is impermissible due to the usury involved, in addition to the commitment to usury if payment is delayed.
