It is not permissible to pay the driving education fees as a loan to be repaid with interest, because it is an interest-bearing loan, as the lender stipulated a profit. However, it is possible to perform a Tawarruq transaction, where a person or a merchant buys an item for him and then sells it to him at a profit. He then takes possession of it and sells it to benefit from its price for driving education. This is permissible and there is no harm in it.
