What is the procedure for divorcing or annulling a Fatiha marriage before consummation and the civil contract, and is the wife's refusal to go with her husband before the completion of the civil contract considered a sin?

The wisdom behind Allah's decree of uniting and separating is known only to Him, the Exalted. All His decrees are full of wisdom and mercy, and the servant must be certain of that. Scholars have differed on what the person seeking guidance (istikhara) should rely on after performing istikhara. Our preferred view is that a person should proceed with the matter after istikhara and not abandon it unless Allah diverts them from it.
