Is it permissible to marry a Muslim woman of good character and faith if her maternal grandmother has a bad reputation?

It is permissible to marry a religious and moral girl, even if her grandmother or mother were of bad character, because the girl is not held accountable for the sins of others. As Allah Almighty said: "And no bearer of burdens will bear the burden of another," and "Every soul, for what it has earned, is retained."
