If a traveler intends to reside in a country for four days or more, they must complete the prayer from the very first day of their arrival, because the intention to reside cuts off the state of travel. As for one who intends to reside for less than four days, they are allowed to shorten the prayer. Then, if they intend to extend their stay beyond four days, they must complete the prayer from the time they make the intention to extend.
