One must be cautious when distributing Zakat. It should not be given to someone who will use it to commit a sin, such as buying cigarettes, because that would be aiding in sin. Therefore, it is forbidden to give Zakat to someone known to do this. However, if one is unaware of a person's situation, there is no objection to giving them Zakat, and it does no harm if they later spend it on sin, as long as the giver expects them to use it otherwise. If a family is in need and the father smokes, the Zakat committee should give the family its share of Zakat in the form of food supplies instead of money.
