What is the ruling on a mosque imam insisting on leading the congregational prayers despite the worshippers' dislike of his prayer and their having filed a complaint against him?

It is disliked for a man to lead in prayer a congregation, the majority of whom dislike him, or whom the people of virtue among them dislike, even if they are few. This is based on the Prophet's (peace and blessings be upon him) saying: "There are three whose prayers do not rise above their ears: a runaway slave until he returns, a woman who spends the night while her husband is displeased with her, and an imam of a people who dislike him." If the imam is a transgressor, prayer behind him is valid, though disliked.
