If the ghusl (ritual bath) is obligatory, it suffices for wudu' (ablution), because the intention to remove the major ritual impurity is sufficient for the intention to remove the minor ritual impurity. However, if the ghusl is supererogatory or permissible, then the intention for wudu' must be made during the ghusl, because the intention for an obligatory act is not fulfilled by the intention for a supererogatory or permissible act. According to the Hanbalis, arranging the wudu' limbs in order is a condition for non-obligatory ghusl; if one does not arrange them, their ghusl does not suffice for wudu'.
