Why did Denmark draw offensive pictures of the Prophet, peace and blessings be upon him, and is it permissible for Muslims to offend the President of Denmark, even though our religion commands us not to offend other religions?

It is not possible to definitively ascertain the reason why certain parties mock the Prophet, peace and blessings be upon him. However, it is common for disbelievers to harbor malice and strive to undermine Muslims, as stated in the Almighty's words: "And they will continue to fight you until they turn you back from your religion if they are able" and "Many of the People of the Scripture wish they could turn you back to disbelief after your belief, out of envy from themselves [even] after the truth has become clear to them" and "They wish you would disbelieve." Therefore, their ridicule of the Prophet, peace and blessings be upon him, is not surprising.
