Is it permissible to give zakat to the family of a political detainee whose burden has increased after the arrest of their breadwinner?

If these people become poor after their breadwinner's arrest, or if another description applies to them that permits receiving zakat, then it is permissible to give them zakat. However, if they are rich in wealth or earnings, or if they are self-sufficient through the support of someone obligated to provide for them, then it is not permissible to give them zakat.
