If these people become poor after their breadwinner's arrest, or if another description applies to them that permits receiving , then it is permissible to give them zakat. However, if they are rich in wealth or earnings, or if they are self-sufficient through the support of someone obligated to provide for them, then it is not permissible to give them zakat.
