What is the ruling on supplicating against a Muslim who harms me or harms other Muslims?

Allah has forbidden harming a Muslim without right and has prescribed great sin and severe punishment for the perpetrator, as stated in the Noble Verses. It is permissible for the oppressed to supplicate against the oppressor, based on the Almighty’s saying: "Allah does not like the public utterance of evil, except by one who has been wronged." The Prophet, peace and blessings be upon him, and a number of Companions supplicated against those who wronged them. Among the legitimate supplications is: "O Allah, rectify for me my hearing and my sight, and make them my inheritors, and grant me victory over him who wronged me, and show me my vengeance against him." Some scholars have mentioned that it is better not to supplicate against the oppressor if his oppression is not widespread, but if his oppression becomes general, then it is better to supplicate against him so that Allah may avert his might from the Ummah.
