What is the ruling on issuing a certificate of dependency for parents, given that a younger brother is present at home, but he lacks the ability to manage their affairs?

If a person supports their parents and manages their affairs, and the conditions for issuing a deed of guardianship apply to them, then there is no harm in them obtaining it. However, if the conditions do not apply to their situation, then it is not permissible for them to resort to deception, as the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." Therefore, the permissibility of this action depends on the applicability of the eligibility conditions to the person's situation.
