What is the ruling regarding a purchasing agent who requests a price quote from one showroom and asks to be provided with price quotes from other showrooms, knowing that the agent prepares all the quotes himself and that market dealers provide blank quotes to the shops they deal with, and what is the ruling regarding the seller in this situation?

The purchasing agent is a trustworthy representative of his principal and is required to act in his best interest. It is not part of trustworthiness to request fictitious offers or to be negligent in verification. As for the seller, he sins if he submits unreal offers or cooperates with the agent in sin, for Allah Almighty has forbidden cooperation in sin and aggression.
