It is permissible to travel to Jeddah during while remaining in the state of , and this applies to the questioner and her mother. There is no sin upon the mother for delaying her Umrah. After purification from menstruation, she completes the Umrah without needing a new ihram, because the initial ihram continues and is not interrupted by the delay.
