If the books are for personal use, there is no on them. However, if they are for trade, and they reach the (minimum threshold) and a hawl (full lunar year) passes over them, then zakat of one-quarter of one-tenth (2.5%) is due on them, just like trade goods. This applies to the rich, the poor, the needy, and the non-needy alike.
