Is it obligatory or Sunnah to pray upon the Prophet, may Allah's prayers and peace be upon him, whenever his name is mentioned?

Prayers upon the Prophet, peace and blessings be upon him, are obligatory when he is mentioned, due to his saying, peace and blessings be upon him: "May the nose of a man be rubbed in dust, in whose presence I am mentioned and he does not send prayers upon me."
