Is it permissible to give zakat to a friend who is a follower of the Shia sect?

Zakat is a right for every Muslim, and the fact that a person is a Shiite does not prevent them from being eligible for zakat, unless they commit acts that contradict Islam, such as declaring the Companions disbelievers or reviling them, or accusing Aisha of slander, or believing in the existence of another Quran, or believing in infallibility for anyone other than the Prophet, peace and blessings be upon him. Whoever does these things is not eligible for zakat. However, if they are involved in some innovations (bid'ah) without contradicting Islam, it is permissible to give them zakat if they are among the eight categories. It is preferable to give to those who are not innovators if they are found.
