It is not permissible to give zakat to someone if it is suspected that he will use it for an unlawful purpose, due to Allah Almighty's saying: "And do not cooperate in sin and aggression." Your statement that the majority of foods in France contain pork fat is an exaggeration. If you find someone eligible for zakat, give it to him, unless you know that he will use it for something unlawful.
