What is the ruling of Islamic law regarding a father who does not bear responsibility for his children, takes his daughter's dowry and travels with it, and stipulates to his children that they must save a monthly sum for him to be pleased with them, knowing that his daughters are caring for their orphaned siblings from their mother's side?

It is not permissible for a father to abandon his children in their infancy and when they are in need of him. He must provide for them, as the Prophet, peace and blessings be upon him, said: "It is sufficient sin for a man to neglect those whom he is responsible to support." He must repent of this sin. He has no right to take anything from his daughter's dowry unless she willingly gives it to him. He still retains the right to her dutifulness, maintaining ties of kinship, and her financial support if he is poor and in need.
