What is the ruling of Islam on the phenomenon of not turning off mobile phones inside the mosque and the resulting disturbance to worshippers and distraction from their concentration?

Islam has urged devoutness (khushu') in prayer and has been keen to remove anything that might distract the worshiper. Examples of this include: prostrating on a garment to avoid the heat of the ground, avoiding prayer in an elaborately decorated garment that distracts from the prayer, starting with dinner if the time for prayer and dinner coincide, pushing away someone who passes in front of the worshiper, and forbidding worshipers from raising their voices with the Qur'an in a way that would disturb one another. Therefore, mobile phones should be turned off or put on silent mode during prayer to avoid distraction.
