Is it permissible for my wife to give charity to her needy relatives from her salary, which she received for six months without working due to security conditions, or must she place it in endowments (awqaf)?

Whoever comes into possession of public funds unlawfully must return them to the public treasury (Bayt al-Mal). If the public treasury is not organized, then he must spend the money on public welfare, such as building mosques and hospitals, or distributing it to the poor and needy.
