Is connecting the air conditioner to electricity from under the meter, so that consumption is not calculated, considered cheating, given that the government seizes the rights of the people and does not distribute meter funds to them?

What you have done by way of deception and illicit consumption of public funds is impermissible. The Prophet, peace and blessings be upon him, warned against taking public funds unlawfully, stating that whoever does so will meet Allah Almighty on the Day of Resurrection carrying it, and that the Fire awaits him on that Day.

The claim that the government is usurping people's rights does not justify aggression against public funds. If that were permissible, people's affairs would be corrupted and their interests would be neglected. Public funds are more sacred than private funds. Therefore, fear Allah and cease this behavior. Pay the value of what you have benefited from to the responsible authority, or to public welfare initiatives if that is not possible.
