It is impermissible to download pirated software, as this violates the terms of use by downloading it without purchasing it or obtaining the permission of its owners. If it is highly probable that the user of the software will use it for illicit purposes, then assisting them is not permissible, due to the Almighty's saying: "And do not cooperate in sin and aggression."
