Is a woman considered an adulteress if she uncovers her chest to a foreign man and he touches and kisses her with lust, and what is her ruling?

Allah the Almighty has forbidden fornication and all paths leading to it, such as sweet talk, unrestrained gazing, and the devil's machinations. The two individuals must engage in sincere repentance, which includes abandoning the sin, regretting it, and resolving not to return to it. What occurred does not constitute fornication that necessitates the prescribed punishment mentioned in Surat An-Nur.
