Can those who are unable to fast not enter through the Ar-Rayyan Gate?

Whoever intends good and does what they can of it, but is unable to complete it due to a legitimate excuse, is considered as one who has performed the act, and what they intended will be written for them. This equality between the one who intends and the one who performs is in the basic reward, not in its multiplications or the special merits of the act itself.

So, if someone suffers from a chronic illness that prevents them from fasting, and they feed the poor, and Allah knows their sincere intention that they would have fasted if they were able, then they receive the basic reward of the fasting person. As for entering through the gate of Ar-Rayyan, it is a special merit for those who actually fast and have frequently observed voluntary fasts, and not for everyone who intended to fast but was unable. Nevertheless, Paradise has many other gates through which the excused can enter.
