Is the hair under the lower lip in the middle part of the beard, and is it permissible to trim it if it causes discomfort?

Scholars have differed on the ruling regarding the removal of hair from the anfaqa (the small hairs between the lower lip and the chin), with two opinions: prohibition and permissibility. Those who hold the view of prohibition consider it part of the beard. They cite as evidence that Umar ibn Abd al-Aziz rejected the testimony of a man who used to pluck his anfaqa. This view has been adopted by the Malikis, who prohibited it, and by the Hanafis and Shafi'is, who deemed it disliked. It is also the chosen opinion of Sheikh Ibn Baz. As for those who hold the view of permissibility, and they are the more correct opinion, they believe that it is not part of the beard according to the linguistic definition of the beard. Some scholars have permitted it if it causes harm to its owner. This is the view of Sheikh Ibn Uthaymeen.
