When is the Sunnah of Fajr prayed: before the Adhan or after it and before the Fajr prayer? And if it is missed, when is it to be made up?

The two rak'ahs of Fajr are performed before the obligatory prayer. Their time begins with the entry of the true dawn (Fajr as-Sadiq) or upon hearing the second adhan. Whoever prays them before the entry of the time, they are not sufficient for him. And whoever misses the Fajr prayer, let him pray it when he remembers it.
