If the husband is neglectful in providing maintenance while being affluent, then he is derelict, for the Messenger of Allah, peace and blessings be upon him, said: "It is sufficient sin for a man to neglect those whom he is obliged to support." It is permissible for the wife to take from his money what completes the sufficiency, even without his knowledge. However, it is not permissible for her to take from her husband's money or from the children's maintenance to pay off her own debt. But whatever is her share of the maintenance money is her property, and she may dispose of it in a manner that is Islamically permissible. The money inherited from the grandfather should be given to his heirs, and it is not permissible to give it away as charity.
