Does dead skin on the bottom of the foot prevent water from reaching it, and if so, what is the ruling concerning past prayers?

The dead skin attached to the foot, which is difficult to remove, is considered part of the foot. Ablution is valid with its presence, and it does not prevent water from reaching [the skin], as long as water flows over the limb.
