Is it permissible for the youngest sister by suckling to marry the youngest brother?

If the brother did not suckle from the mother of his wife's sister, and his sister did not suckle from the brother's mother, and they did not both suckle from the breast of another woman, then there is no impediment for the brother to marry his wife's sister.
