What is the ruling on one who abandons Zakat al-Fitr?

Whoever abandons Zakat al-Fitr while knowing of its obligation has disobeyed Allah and His Messenger. He must repent and make up for it for the past years if he was able to do so. He should pay it for himself and for those whose maintenance is obligatory upon him, because it does not lapse with the passage of its time.
