Is it permissible to fast, shorten prayers, and perform Tarawih prayers while traveling?

There is no necessary connection between the concessions of travel, so a traveler may avail himself of some and forgo others. Shortening the prayer during travel is more meritorious than performing it in full, and nothing else has been authentically reported from the Prophet, peace and blessings be upon him, regarding prayer during travel. As for breaking the fast, it is a concession, and fasting is better for one who does not find it difficult and who does not turn away from the concession out of aversion.
