Does the Hadith, "When a girl reaches nine years of age, she is a woman," apply to our time or solely to the time of the Prophet, especially considering that there are girls who exceed this age yet are frail in body, showing no signs of femininity, puberty, or maturity of intellect?

The meaning of the narration, "When a girl reaches nine years of age, she is a woman," reported from Aisha and Ibn Umar, is that her rulings at this age are those of a woman if she experiences bleeding that could be menstruation. In this case, she is deemed to have reached puberty. However, if she does not show any signs of puberty, she is not considered to have reached puberty before the age of fifteen. This meaning is not exclusive to the time of the Prophet.
