The default ruling regarding tools used in what is lawful and unlawful is the permissibility of selling, producing, and working with them, unless it is known that the buyer will use them in what is unlawful. In that case, it is not permissible to sell to him. However, if they are sold to someone whose intention is unknown, and it is not overwhelmingly likely that he will use them in a prohibited manner, then there is no blame. The sin lies solely with the one who uses them in what is unlawful.
