Does your participation in recording and calculating the dues of workers, by decision of their employer who oppresses them, make you a partner in sin?

It is not permissible to aid an oppressor in his oppression by signing reports that include the employer unjustly taking workers' money, because Allah Almighty says: "And do not cooperate in sin and aggression." The fact that the official is the decision-maker does not permit aiding him, and he must fear Allah, for Allah will be the adversary of whoever extracts labor from a hireling and does not give him his wages on the Day of Resurrection.
