If the company pays the price of purchases and collects the amount from the cardholder’s salary, this is a loan transaction. The annual renewal fees are permissible if they are actual fees for issuing the card. As for the percentage taken on each purchase transaction as administrative fees, if it is in exchange for an actual service, it is permissible. However, if it exceeds the true cost and is taken under the name of fees or administrative expenses, then it is usury (riba) because what matters is whether the deducted amount is in return for actual services, not its designation.
