Is it permissible to use stagnant flour, fit for use and designated as animal feed, which is not consumed by humans?

The owner of an animal must spend on it or send it to pasture if available. There is no prohibition against feeding animals flour unless it harms humans, for human need takes precedence. Also, it is not permissible to leave flour to accumulate and spoil in storerooms, based on the Almighty's saying: "And cause not corruption upon the earth after its reformation."
