Is it true that Ibn Taymiyyah declared one who abandons the Sunnah, such as the Sunnah of Fajr, to be a disbeliever?

Scholars have not deemed one who abandons the confirmed Sunnahs, such as Fajr, a disbeliever, and whoever attributes that to them has lied. The jurists say that consistently abandoning them is a deficiency in one's religiosity and a forsaking (of guidance), and the testimony of one who consistently abandons them is not accepted. Ibn Taymiyyah said: "Whoever consistently abandons the Sunnahs that are less than (the obligation of) congregational prayer, his uprightness (adalah) falls in their view, and his testimony is not accepted... So, he is not enabled to judge, nor to bear witness, nor to issue fatwas, while he persists in abandoning the regular Sunnahs that are less than (the obligation of) congregational prayer."
