Is it permissible to suffice with calling out a name instead of saying "peace be upon you and the mercy of God and His blessings" when greeting someone in Esna, Egypt?

The Sunnah is to begin with the greeting of peace (Salam) before calling upon whomever you wish, based on the words of the Messenger of Allah, Allah's blessings and peace be upon him: "Give the greeting of peace to those you know and those you do not know." The scholars have unanimously agreed that initiating the Salam is a highly encouraged Sunnah, while returning it is an obligation.
