What is the ruling on learning the sciences of numerology and geomancy, and reading books of sorcery merely for perusal, with the aim of understanding sorcery and how a sorcerer operates, and the power of enchantments, for a ruqyah practitioner?

Some scholars have permitted learning magic for a valid and considerable benefit, while others have allowed learning it to distinguish what involves disbelief or to remove it from someone who has fallen into it. However, the majority of scholars hold that learning magic is impermissible, even if for a valid purpose. They have cited Allah's saying: "And they learn what harms them and does not benefit them," as well as the hadiths that condemn magic and consider it an act of disbelief.
