Is it permissible to give Zakat al-Mal (charitable alms on wealth) for the purchase of a computer for a middle-income family, knowing that they are not poor and may be able to buy it themselves? And is it permissible to give Zakat outside the city?

A family that has enough to cover its basic needs and some luxuries is not considered poor, and it is not permissible to give them Zakat directly or by purchasing an appliance for them. The recipients of Zakat are restricted to the categories mentioned in the verse: "Indeed, [prescribed] charities are only for the poor and the needy..." (Quran 9:60). It is permissible to transfer Zakat from the country of the giver to another country if there is a legitimate benefit in doing so, such as the recipients in the other country being in greater need.
