Is it permissible to revolt against rulers who commit sins and grave misdeeds, even if that entails harm to Muslims?

It is not permissible to remove an evil with a greater evil. Rather, one must repel evil with that which removes or mitigates it. If it is possible to remove a disbelieving ruler and replace him with a righteous Imam without great corruption, then there is no harm in it. However, if such an uprising results in great corruption and a breakdown of security, then it is not permissible. Instead, one must exercise patience, listen and obey in what is good, advise the rulers, and supplicate for their well-being.
