There is no on land if it is not intended for trade with a firm intention, because the basic principle is that it is for acquisition, and it becomes for trade only with a firm intention. However, with hesitation, zakat is not obligatory on it. Sheikh Ibn Uthaymeen was asked about a man whose intention regarding his land varied, and he replied that there is no zakat on it as long as he does not have a firm intention for it to be for trade. So, with hesitation, there is no zakat due on him.
