If the company only provides housing allowance to expatriates who need housing, and it is not an absolute right for every employee, then it is not permissible for an employee who lives for free to defraud the company to obtain housing allowance. This is because he is not entitled to it according to the contract, and his taking of it would be an unlawful appropriation of people's wealth.
