Is a person considered a traveler, permitted to combine and shorten prayers, if he works in a city 250 km away from his residence, and stays there 3 or 4 days a week throughout the year?

If the stay at the workplace is less than four days, the worshiper is considered a traveler, and it is permissible for him to shorten and combine prayers. However, if the stay is four days or more, he is considered a resident according to the majority of scholars. Shaykh al-Islam Ibn Taymiyyah was of the view that a traveler may shorten prayers as long as he has not intended a permanent stay, and this is the view that Shaykh Al-Uthaymeen preferred.

Based on Ibn Taymiyyah's view, there is no make-up prayer for someone who intended to stay four days and then shortened the prayers. However, the view of the majority of scholars obligates making up the prayers in this case, and this is the preferred view.
